Digital interface for end-to-end control in accordance with Section 14a of the German Energy Industry Act (EnWG)
Berlin, September 23, 2026 – PSI Software SE, together with its partnering companies Robotron Datenbank-Software GmbH, the GWA and EMT service provider smartOPTIMO GmbH & Co. KG, and the distribution network operator Regionetz GmbH, has successfully completed the BDEW Web API control test, conducted in accordance with the requirements of BSI’s TR-03109. This achievement marks an important milestone for the implementation of regulatory requirements such the German Energy Act (EnWG) Section 14a in the low-voltage grid.
As part of the test, control commands were initiated directly from the PSIngo (Intelligent Grid Operator) system at Regionetz GmbH, the grid operator in the Aachen metropolitan region. Manual switching operations via the user interface for low-voltage congestion management were successfully demonstrated. In addition, the automated controller enables fully automated control commands. Regionetz is already successfully controlling the first control boxes via the BDEW Web API using PSIngo, in accordance with the BSI’s specifications for smart meters (SM-PKI).
In the control test conducted with the partners, end-to-end control in accordance with Section 14a of the German Energy Act (EnWG) is carried out from the PSIngo automation platform to the control box and is secured in accordance with the requirements of the BSI’s technical guideline TR-03109 (SM-PKI).
The transmission of control commands via the BDEW Web API was implemented by Robotron and smartOPTIMO. The process complies with all current market communication requirements and BSI specifications. The GWA and EMT service provider smartOPTIMO receives the command and executes it using the Robotron components esmart and IoThub on a control box in the field. This enables switching operations to be carried out in a standardized, interoperable, and regulatory-compliant manner. The responses are securely sent back to PSIngo, where they are logged and processed.
This is the first BSI-certified control of production equipment via the PSI system that meets all functional and communication security requirements. Customer companies can use this solution if they use PSI software for low-voltage grid management and communicate via Robotron’s BDEW Web API. This will enable all distribution system operators to control their systems in accordance with Section 14a of the German Energy Industry Act (EnWG) within a few weeks.
